The stepper motors for the reels are a constant source of problems.  If they aren't spinning at all or feel 'gritty when turned by hand, remove the entire reel assembly from the playfield and remove the stepper motors.  Strip the motors, clean out all of the metal filings and rebuild.  If they still fail to spin inspect the IDC connector plug, as the wires may break and not be noticable.  Also check the LM339's on the reel control board.  Also note that the 3 reels are different, there should be a marking 1A, 2A or 3A by the overlap point on the reel itself.

The stepper motors for the reels are a constant source of problems. If they aren't spinning at all or feel 'gritty when turned by hand, remove the entire reel assembly from the playfield and remove the stepper motors. Strip the motors, clean out all of the metal filings and rebuild. If they still fail to spin inspect the IDC connector plug, as the wires may break and not be noticable.
