The bug counter LEDs are part of the lamp matrix. The LEDs themselves don't fail often, if ever in the life of a game. However, the PCB is subject to fractured solder joints at the lamp matrix connector and also at the LED modules. Reflowing these solder joints is the first course of action if the LEDs are flaky.
